Player Welfare: Uncontested Scrums

Law 3 — The Team

Unions may determine that uncontested scrums are used for all Under-19 competitions, or that contested scrums are used only when suitably trained props are available.

For player welfare, unions may implement a lower tackle height law requiring players to tackle below the armpit. High tackles that would be reckless at senior level are treated more strictly.

TMO Not Mandatory

Law 6 — Match Officials

A Television Match Official (TMO) is not required for Under-19 competitions. Unions may appoint one at their discretion.

Scrum Engagement Sequence

Law 19 — Scrum

The scrum engagement sequence used for Under-19 is the same as senior rugby ("Crouch, Bind, Set"), but referees are directed to exercise greater tolerance with young and developing props to encourage proper technique.

Foul Play — Dangerous Tackles

Law 9 — Foul Play

Any tackle that makes contact with the head or neck of an opponent is treated as a yellow or red card offence. Referees are instructed to apply a zero-tolerance policy to protect young players.

Match Duration

Law 5 — Time

Under-19 matches are played in two halves of up to 40 minutes each. Unions and competitions may reduce this duration for player welfare or development reasons.
